Yeah, that would take action from an Admin of the board. You can use any of the above smilies (or others) as pictures in your posts by copying the links, but adding certain smilies to the official smilie list has to be done through the Admin panel. You might want to ask again up in the private Chat to the moderators forum (http://bibleforums.org/forum/forumdisplay.php?f=84) or the Chat to the ministry team forum (http://bibleforums.org/forum/forumdisplay.php?f=143) and see how the feeling is about adding particular ones you'd like to see on the official list.

Hey guys, you can also get the URL for these images, and then hit the image (yellow) button on your post editor and add them in. Like so.

In firefox, just right click, select 'copy image location', and then copy it into the field for the image you want. :)
