There are two camps in the millenium. The camp of the resurrected saints who rule with Christ and who have incorruptible bodies and incorruptible spirits (one with Christ forever), and the mortals who are ruled over. Nothing in the scriptures quoted above contradicts this view of the millenium, this view is well supported in the Gospels, Thessalonians, Rev, Zechariah, Joel, Daniel, Ezekiel.

Is 24:23 Then the moon shall be confounded, and the sun ashamed, when the LORD of hosts shall reign in mount Zion, and in Jerusalem, and before his ancients gloriously.
Is 32:1 Behold, a king shall reign in righteousness, and princes shall rule in judgment.
Rev 11:15 And the seventh angel sounded; and there were great voices in heaven, saying, The kingdoms of this world are become the kingdoms of our Lord, and of his Christ; and he shall reign for ever and ever.
Rev 11:17 Saying, We give thee thanks, O LORD God Almighty, which art, and wast, and art to come; because thou hast taken to thee thy great power, and hast reigned.
When Christ reigns in New Jerusalem the former earth will be no more and those that destroy the earth will themselve be destroyed.
Only those that belong to Christ shall be ruled by Christ.
