Attachment sizes - fixed at small and other get big?

I seem to have a max size of 640x480 for pictures both in-line and attachment.
But others have much larger , 600x800 for attachments and in-line.
So what is up?
Is it the rep of the person , file size or......?

And if it is file size there should be a warning as part of the attachment dialog.
And in the FAQ.

It the member category you are in. Once you move into the advanced member category, those limits are increased. I think that happens at around 250 posts.
