I have a couple of sweaters that way and I found a good solution, for me anyway. I found what is called 'Sleeve garters' that you push the sweater up to where you want it (I prefer three quarter length rather than down over my hands) and then I put on the sleeve garters. Mine are pearl.
Does the sweater not look right just pushed up, or even folded up some? If not, maybe you can get some iron on tape for hemming? Turn the sweater sleeve down under and iron on the tape. You can get it in colors and some of it looks satiny. (The kind that has the adhesive on one side only.) Look around in Walmart crafts or fabric section.

They flare a bit at the bottom so I odn't think the garters will work. Will look into the other things though, thanks!

I have had this problem because my arms are shorter in length than normal. When I buy stuff, I now try to buy the Petite size if available because sleeves are shorter. but one time I bought the prettiest Christmas sweater (normal size not petite) and the sleeves were too long. The cuffs of the sleeves had pretty trim so they couldn't really be hemmed, or they could but the pretty trim would have to be cut off. I took it to several alteration places and they wanted to cut the cuff (which I didn't want). Then I took it to one who thought outside the box. She said, oh, I can shorten it at the hem around the shoulder. So she basically cut the top of the arm hem and pulled it up a few inches.
