It's been three years, and a few patriots have come up with a measure designed to give Congress a little incentive to get off the pot and do what they were elected to do. This is the best idea that's come out of DC in a long, long time. Some say if the measure makes it to the floor, no member of Congress would dare vote against it. We'll see....
