I hope the following helps.

Eph 4:8 (http://bibledatabase.org/cgi-bin/bib_search/bible.cgi?BIBLE=48&BOOK=49&CHAP=4&SEARCH=jesus king lord&Read=Read&FIRST=OK&HV=8) Wherefore he saith, When he ascended up on high, he led captivity captive, and gave gifts unto men.

Eph 4:9 (http://bibledatabase.org/cgi-bin/bib_search/bible.cgi?BIBLE=48&BOOK=49&CHAP=4&SEARCH=jesus king lord&Read=Read&FIRST=OK&HV=9) (Now that he ascended, what is it but that he also descended first into the lower parts of the earth?

Eph 4:10 (http://bibledatabase.org/cgi-bin/bib_search/bible.cgi?BIBLE=48&BOOK=49&CHAP=4&SEARCH=jesus king lord&Read=Read&FIRST=OK&HV=10) He that descended is the same also that ascended up far above all heavens, that he might fill all things.)

Proverbs 30:4
"Who has ascended to heaven and come down?
Who has gathered the wind in his fists?
Who has wrapped up the waters in a garment?
Who has established all the ends of the earth?
What is his name, and what is his son's name?
Surely you know!" (ESV)

I love this passage because it is a wonderful OT description of the Son of God. The Hebrew readers would automatically know who it is who gathered the wind in his fists, who wrapped the waters in a garment and established the ends of the earth. The only answer could be God, YHVH.

And who is the Son of God? Surely YOU know!
