In this chapter, (causes for disobedience) is God going to punish the whole people or Tribe or nation or just the individuals who does not obey God.

I think it is pretty clear that God doesn't punish the "whole" unless as a whole, we all mess up. Israel as a whole broke the covenant and was scattered among the nations. In Noah's days, all the righteous were round up, then the "whole" was dealt with. Same in Sodom, Lot and family asked to come out, then God dealt with them as a whole. But in Deut., we are dealing with individuals. We are each accountable for our own actions, so unless it specifically makes mention of the whole sinning against him, we should always take that silence as individual punishment for sin. (IMO)

The cursings and blessings apply to the entire nation all at once.

as shocked as I am to agree with Rog on this, the blessings and the curses are a National edict, not a personal.

It is interesting to note that Jesus dying on the cross (tree) is also in relation to a curse.(see Deut. 21:23)
Of course Jesus was without sin and so did not come under any curse. But He rather exchanged it for the one you've pointed out in Deut. 28.

IOW we are guilty according to Deuteronomy. Therefore we come under the guilt imposed by that curse. But Jesus, dying on the cross for us (as He assumed the whole of humanity within His own humanity), exchanged our curse for the one in 21:23.
