What scripture would you utilize to support this statement? Are we gonna raise culture in your statement as well because if a 30 year old man takes a 13 year old girl as a wife... is she or he sinning when they have intercourse?

Can the man say, "God considers this child to be an adult at 13", to justify his marriage?
